Update some brush bundle links

Update the 'Jackpack' and 'Concept & Illustration' bundles to correct links, as posted by their authors on KA.

I checked myself that the new links work.

@woltherav, your brush bundles' link to the old KDE forum is also broken. How do you want to handle that?

As an aside: This Resources page is rarely updated. In order to be more worth keeping around, it seems it should be better maintained (that is, the community should be suggesting updates and additions). There are plenty of notable newer resources, and the page could use some better organization- maybe split into separate pages. I'm thinking about proposing some changes... maybe.
