Delete Static Text page and collapse relevant content into Labels page

Most of the content in Static Text consists of "don't use it, and if you have to, use it sparingly". It also never really explains what static text actually is.

We don't need a whole page for this, so let's move what's relevant from the page into the Labels page and then delete it.
