WIP: Add a minimal workflow for proposals, to be discussed

As discussed at the LGM OpenRaster meeting, we need to have a workflow for enhancement proposals.

Proposals should contain:

  • Summary of the proposed feature
  • Discuss why the feature is useful for an interchange format
  • An actual patch to the specification
  • A link to at least one sample implementation

Proposals should be announced on the create@lists.freedesktop.org mailing list, but discussions should happen on the merge request.

Once a proposal is complete, we need a way to vote on acceptance. Either all people who engaged in the discussion vote, or we vote during a meeting at LGM.
