proposals/proposals.rst: add links to the repo and the list
requested to merge artoriatwoexpfive/openraster-org:artoriatwoexpfive-master-patch-08080 into master
It is currently very confusing for newcomers to contribute, especially because they don't know where the repo is.
Let's fix that.
