Add layer alpha preserve proposal

Carsten Hartenfels requested to merge hartenfels/openraster-org:alphapreservelayers into master

The base OpenRaster specification only allows for a single alpha-preserving blend mode: the composite-op svg:src-over has an alpha-preserving variant in the form of svg:src-atop. This proposal adds an alpha-preserve attribute on layers to represent this for other blend modes as well.

This is implemented and has in Krita and in Drawpile. Both were merged last week.
