Bug fix setting the target when reading an .esq file

Wolfgang Reissenberger requested to merge wreissenberger/kstars:bugfix_target_names into master

The recent change making targets job specific created a regression for using the scheduler in combination with .esq files that do not have a target configured at all. This is fixed with this change.
