Allow for the case where the mount uses the pointing state early

Chris Rowland requested to merge chrisrowland/kstars:handle_early_meridian_flip into master

Set the time to the flip so that the mount can use the approaching pointing state up to 3 hours before the meridian.

Test by using the telescope simulator or a real mount set to do the meridian flip early. Slew to a position that is after the flip position but before the meridian. Note that the time to flip is now more than 12 hours and no flip is done. Before the time to flip was about -11h and the mount tried to flip immediately.
