feat: add rotation to scheduler

Adds a new "Rotation" field to the scheduler. If the "Rotator" option is checked in alignment options, this will set enforce the target rotation for job. If a FITS image is attached to the job, it takes precedence over the Rotation field.

When using the mosaic planner, it will set the "Rotation" field appropriately.

I've tested with simulators, but not any live devices yet (clouds).
