DSS/SDSS URL and Usage Policy fixes

Akarsh Simha requested to merge user/akarsh/dss_url_fixes into master

Three changes:

  • Update DSS URLs to https:// -- they were failing to get the images because we were instead served a HTML redirect.

  • Update SDSS URL to Data Release 16, and remove the plotted object annotations on the image.

  • Fix the usage policy notice on DSS -- the images are not in public domain according to the usage policy here https://archive.stsci.edu/data_use.html
