Log if scheduler is running with simulated time.

This adds log messages (no more frequently than every 5 minutes, real time) if the scheduler is running with simulated time. This is done to at least note in the log some confusing situations where the scheduler is acting counter-intuitively because the simulated clock is stopped or modified in some way relative to actual time.
