Display FITS viewer only when option is set

Wolfgang Reissenberger requested to merge wreissenberger/kstars:feature_restrict_fitsviewer into master

Currently, in some cases like flats capturing or when pressing the preview button on the capture tab, the FITS viewer is opened even if the FITS viewer usage option is disabled.

With this change, the behavior is changed so that the FITS viewer is never opened if the respective option is disabled.
