Bugfix guiding deviation restart aborted capture

Wolfgang Reissenberger requested to merge wreissenberger/kstars:bugfix_restart_aborted_capture into master

Aborting a capture that has been suspended due to a guiding deviation should remain aborted also in the case that the guiding deviation is below the configured threshold. This is currently not the case as the problem reported shows.

TestEkosCaptureWorkflow::testGuidingDeviationAbortCapture() is a test case that checks this behavior.
