Relax RA/DEC match when slewing.

This MR fixes the random failure of test test_ekos_simulators by relaxing the precision at which RA and DEC are expected after the slew to 0h0'2" and 0°0'2" respectively.

This may hint of a rounding issue in the Mount Simulator, hence a warning is issued during the test.
