Bugfix--scheduler was ignoring artificial horizon ceiling constraints

Hy Murveit requested to merge murveit/kstars:scheduler34 into master

As pointed out by forum user George L, the scheduler is ignoring artificial horizon ceiling constraints. This fixes that issue and introduces test cases for that.
