Prevent guider from selecting very narrow guidestar

Hy Murveit requested to merge murveit/kstars:guide34 into master

Guider seemed to pick hot pixels or similar pretty frequently as guidestars. Not the end of the world with MultiStar, but better to discourage it. This strongly discourages it from picking a guidestar whose HFR is in the lowest 25% of the HFRs among the stars detected.
