Draft: Dark guiding should not emit a (zero-length) dec pulse.

Dark guiding has been emitting a 0-length DEC pulse. This can cancel the dec pulse put out by the standard guiding. Changed dark guiding to not interfere with dec.

Draft--will test on the telescope.
