Added new setting for ticks' labels position: Center (to put a value inside the middle of a bar)

Issue #602 (closed) : A new setting for ticks' labels position: Middle

Description: This pull request introduces a new feature that allows for the positioning of tick labels in the middle of a bar in bar charts. The current implementation only supports placing tick labels at the top,bottom,left and right of anchor point.
