Move landmass download to the landmass tile creation method

Volker Krause requested to merge work/vkrause/move-landmass-download into master

That is, only download the landmass data when we actually make use of it. This doesn't change anything for production uses in any of the tile generators, but it allows to run the Tirex backend without landmass data for automated testing.
