Port maps.kde.org build jobs to Gitlab

Volker Krause requested to merge work/vkrause/maps-kde-org-build-gitlab-port into master

This is supposed to replace the existing two Jenkins jobs for this.

Seems to barely run within the 1h timeout, produces more log output than the Gitlab limit, and I don't know where the result did end up, but seems to pass at least: https://invent.kde.org/education/marble/-/jobs/324045
