Add README.md, convert to markdown

  • Add new, updated README.md file
  • Convert existing READMEs to markdown so that they are rendered properly on the web view
  • Rename the license files so that GitLab picks GPL2 as the main app license to show on the repository info (*). While at it, update the GPL2 text with the latest upstream version.

(*) Otherwise, the first license that is picked up in alphanumerical order is COPYING.DOC, which applies to the documentation. As it is not a license that is recognized, the project info just shows a generic "LICENSE" description. GitLab uses the Licensee Ruby gem to detect licenses.
