Color-awareness for generic system icons

Artem Grinev requested to merge agrinev/breeze-icons:color-aware-generic-icons into master

After some discussion with @ngraham we've came to idea that it's fine to have file manager (system-file-manager.svg) and system settings (systemsettings.svg) icons recolored to current user's accent color as those are not branded app icons but more like generic icons for typical desktop applications. Therefore they should follow system's accent.
