After getting the feedback from here #9 (comment 644664) I think the icon is ready to be added, I added the normal/dark one and in the two sizes that are mentioned in the documentation for action icons, I decided to set the name to pixelate since I'm already working on the blur icon and found calling this blur weird, but if something needs to change, I'm ok with it.
I am also adding the icon for the blur action.
