Don't create prefix.sh scripts when cross-compiling

Volker Krause requested to merge work/vkrause/no-prefix-sh-for-cross-compiling into master

Those wont help there, so no need to even bother. While the scripts as such don't hurt much, the associated message this prints is confusing and suggests things simply not possible in this case.
