Don't install anything when ECM is used as a git submodule

David Faure requested to merge work/dfaure/using_as_submodule into master

(and don't call feature_summary either, let the toplevel project do that)

This isn't how it used in KDE projects, but it's useful for third party non-KDE applications that want to use ECM as a git submodule.
