Retire Qt5 Android CI

Volker Krause requested to merge work/vkrause/retire-android-qt5-ci into kf5

As per discussion at Akademy, we have no internal users of this anymore but quite some maintenance cost on the CI side. External users are increasingly unlikely as Qt5 can't produce Play store compatible APKs anymore out of the box.

Consider this a meta-MR for about 40 Frameworks still having this, as well as Phonon and QCA.
