Draft: KDECompilerSettings: Enforce usage of context in Qt connects

Not sure I did this correctly, but this would enforce -DQT_NO_CONTEXTLESS_CONNECT for any project that dump their KDE_COMPILERSETTINGS_LEVEL to 6.7.0
