Installing kapidox is broken

Trying to run /usr/bin/kapidox-generate from the distro package on OpenSuse TumbleWeed it complains about:

/usr/lib/python3.10/site-packages/kapidox/data

not being a valid datadox dir; and indeed that whole dir from src/kapidox/data isn't installed when I used make install.

• ec10b972 removed CMakeLists.tx, and when it was restored it only supports the DO_BOOTSTRAP workflow
• setup.py was changed and now doesn't install the data/ dir
