Polkit1 Backend: Support sending window handle and activation token on Wayland

  • Using XDG Foreign for getting the handle and sending it to the KDE helper.
  • Using XDG Activation for requesting an activation token and passing it to the KDE helper.

Needs plasma/polkit-kde-agent-1!36 (merged) on the other side
