Limit scope of DBus policy changes in installed configuration files.

All DBus configuration files are loaded in order.

A send_destination was set in kauth helpers so that helpers would still work if another configuration file changed the default send_destination to deny.

The landed MR created the opposite problem and changes all destinations in default context. We should only change the allowed policy for our own helpers.
