Move the KCMUtilsGenerateModuleData to correct place

Also rename thie file, let's follow the naming conventions used by frameworks.

File should not be installed in ECM path, but rather in kcmutils specific path

Keep in mind that once this lands fix in kwin/plasma-workspace and wherever this is used will be required, since it renames the cmake module!
