Add QML bindings for KColorSchemeManager

Follow on from !12 (merged)

This give KColorSchemeManager QML Q_Properties required to be able to use it in conjunction with a combobox which is at least for NeoChat the way we make color schemes selectable.

Example of use in NeoChat network/neochat!1861
