Add KCONFIGWIDGETS_WITH_KAUTH to compile definitions

This partially reverts commit ce62231f.

We can achieve the same results with target_compile_definitions as with #cmakedefine01

Use *WITH_KAUTH to align it with the CMake option WITH_KAUTH.
