Revert "[KHamburgerMenu] Ignore native menus"
This reverts commit 901b049c.
If the user has a global menu, they have a menubar, and thus showing the hamburger menu is the incorrect course of action if we only want the hamburger menu to be shown when there isn't a menubar being presented.
