Call ecm_install_po_files_as_qm() unconditionally

Volker Krause requested to merge vkrause/kcoreaddons:work/unguarded-qm-install into master

This function checks for the po directory presence itself, and can also handle that being in the build directory with KDE_L10N_AUTO_TRANSLATIONS (and that actually works when combined with ECM MR 109).
