SimpleKCM: Account for flickable's margins when deciding to show separators

Test plan: launch kcmshell5 kcm_screenlocker, and resize it until it barely fits so that scrollbars already appeared but separators still not.

There's still unnecessary top line in KCMs which already provide a visual separator for their header though.
