Set order of kded launching with systemd boot

This somehow got lost when writing the service files. According to the startup notes kded is after kcminit phase 0 as kcminit phase 0 can set environment variables which affect GUI apps.

Also kcminit is after the wayland socket gets set and that caused a visible bug.
