Introduce a holidays file for Philippines
I've attempted to create a holiday file for Philippines based on the Official Gazette. I'm having some trouble testing this, it crashes my plasmashell when I scroll down to letter P in the holidays. I'm guessing it's because rest of the frameworks installed on my system aren't from -master branch but 6.1 branch. Until I know for sure, I'm marking this merge request as draft. Any help would be appreciated, this is my first time trying to contribute and I admit I'm over my head.
