raw: change the use of the quality parameter

Mirco Miranda requested to merge mircomir/kimageformats:7_raw_change_the_use_of_the_quality_parameter into master
  • Standardized the quality parameter between 0-100
  • The value -1 is the default value of Qt plugins and is managed
  • Negative values other than -1 are used as flags to activate the custom mode
