qoi: minor improvements

  • Progressive read from device
  • Added options support (Size, ImageFormat)
  • Added RGB32 output format
  • Support for image memory limits set in Qt (use of QImageIOHandler::allocateImage)
  • Support for sequential devices
  • 3x faster (tested on a 16383 x 16383 px qoi)
  • Also tested on KF5 without modifications
