Enable CommandLauncherJob tests (modulo _KDE_APPLICATIONS_AS_SERVICE on CI)

They pass in fact, only SystemdProcessRunner does not work on the CI. It fails with Failed to launch process as service: "$service" "org.freedesktop.DBus.Error.Spawn.ChildExited" "Process org.freedesktop.systemd1 exited with status 1"
