[OpenUrlJob] Don't just open `.part` files
They are incomplete downloads or otherwise files that are work in progress and shouldn't be interfered with.
Explicit "Open With" still works, however, and should there be a default handler for this file type it will still open it.
This line break is from clang-format, not sure if this messes with i18n @aacid
