[KFilePlacesView] Don't highlight delegate when hovering header area

Kai Uwe Broulik requested to merge work/kbroulik/donthighlight-placesheader into master

The KFilePlacesEventWatcher is not adjusted yet as it would require shuffling some code around and we might just end up showing the capacity bar permanently like in Dolphin anyway.
