[KFilePlacesView] Tweak spacing

Make place items a little less tall but instead give section headers more padding.

Left is Dolphin at 22px icon size with custom view, middle is KFilePlacesView before, right is KFilePlacesView with this patch:

Please also give it a try on your system, with different icon sizes and what not, don't just look at the screenshots :)

Some of the code and numbers used is a little arbitrary, though.

I think Dolphin looks quite good but the file dialog at 16px icon size (that is the default, right?) is a little too crammed now?
