[KFilePlacesView] Use helpEvent for teardown action tooltip
Instead of rolling our own tooltip handling. Also ensures it will not conflict with a tooltip from a place item
The eject tooltip no longer glitches about (showing briefly and then hiding)
It also doesn't conflict with a tooltip from !698 (merged) anymore
