Be more precise about the proxy support in Konqueror

The warning in the proxy KCM states that Konqueror (with WebEnginePart) doesn't use the settings from the proxy KCM. This is not completely true, however: Konqueror uses the settings chosen by the user in the KCM, as far as QtWebEngine allows.
