Use text as tooltip only for icon-only buttons
There's no point in duplicating the button text unless it's not shown
I no longer get tooltips stating the obvious in SystemSettings KCMs.
Did not do further testing (e.g. dunno where that component is used with icon-only mode, resizing KCMs smaller doesn't seem to make them collapse)
