PageRowGlobalToolBarUI: don't animate opacity

Nate Graham requested to merge ngraham/kirigami:dont-animate-breadcrumbs-opacity into master

Doing so causes flickering in System Settings and KInfoCenter because of how the titles are rendered. It also doesn't make conceptual sense since the style of toolbar generally doesn't change so the user would never actually see the animated opacity change in the first place.
