Revert "PageRowGlobalToolBarUI: make breadcrumbLoader invisible when inactive"

It was causing regression on several applications: !439 (comment 359711)

We'll face again the issue in the Users KCM, but I'm finding it really hard to follow up the behavior of the component in the multiple use cases it has, so let's get back to known territory.
