PlaceholderMessage: make it more readable and attention-getting

Felipe Kinoshita requested to merge work/fhek/placeholder_message_design into master

If an action is enabled it's going to be of Type.Important otherwise as Type.Passive. Type.Important bumps up the opacity so it's more readable and attention-grabbing and the opacity of Type.Passive was also bumped up because it's contrast was too low.
