Bump up size of global toolbars

The previous global toolbar size is dangerously slim under default Breeze and clips controls with default sizing under styles like Material and Universal. Bumping it up by 2 smallSpacings leaves a comfier amount of room and is a passable interim fix to making the global toolbars actually resize based on their contents.
